Develop and advise the SSC on field, empirical and model studies in the respective sector needed to achieve the goals of CLIVAR.
Suggest to the SSC appropriate mechanisms (e.g. community meetings, working
groups, commissioned studies, etc.) to develop implementation plans for
such studies.
Coordinate with scientists in other nations to make efficient and effective
the overall international plans for activities in the respective sector
and integrate US plan with other national plans as appropriate. Suggest
to the SSC formal international arrangements needed to achieve this coordination
and integration.
Develop first order estimate of resources needed, especially for field
work, to meet high priority objectives of the implementation plans.
Stand ready to advise the SSC on the relevance, importance and readiness
of specific proposals and agency plans to implement CLIVAR studies.
Review U.S. plans for climate observations, including operational observations by U.S. agencies, GCOS, GTOS and GOOS. Advise the SSC on the adequacy and effectiveness of these plans and their implementation.
